i have NO IDEA about knitting - only that i love knitted sweaters, gloves, scarfes, hats...anything....

so, would one of you be as kind as to draw me a pattern for the jumper (see picture)???
thank you!!!!

It looks like it'd be pretty easy to uninvent: find a basic raglan pattern, track down the motifs (I'd look at Sheila McGregor's Traditional Scandinavian Knitting and position the motifs as would make sense on your body. Also, this one looks like it was knit top-down, which has the added benefit of making fitting easy.

Wow. I can see it is a raglan sweater, but I would totally do a round yoke if I wanted snowflakes positioned that way.

No offense, but writing a knitting pattern takes a very long time and a lot of effort, it's not something that most knitters can just knock off in a few minutes. You may want to try etsy's Alchemy function where you can barter for custom work.

Otherwise, I recommend finding a sweater PATTERN that you like, something similar, and having your mom add similar nordic snowflake motifs (which you should be able to yank from other patterns or motif books, they're pretty popular.)
